They come and go and the situation in the bay can change very fast. Nature is unpredictable, like you write. Every trip is a new, unique adventure and that is what makes whale watching so exciting! I recommend you to pick a departure time that suits your other travel plans and then keep an eye on the forecast in advance as the weather conditions play a bigger role in our chances of seeing whales, rather than the time of day you go to sea. Is there a certain time of year when whales breach? We have seen plenty of whale's tails on whale watching trips in other parts of the world, but would like to have a chance to see whales breaching. Also, is it generally better to go in the morning or afternoon to see whales and to have calmer sea conditions?
